Not sure about keeping fleas out of yard but whatever you do, please no toxic chemicals that could harm birds, bees, dogs, cats and the environment.
This link will give you lots of ideas. If they get inside your home, sprinkle salt on your carpeting. Then after you vacuum, toss the bag in another bag and seal well, then toss.

Just regularly watering the lawn kills the eggs which hatch every 9 days, You can also use a non-toxic yard spray.... https://greenerways.com/collections/lawn-and-garden-insect-spray-usda-organic-natural-repellent/products/usda-organic-natural-lawn-and-garden-insect-repellent-spray-32oz
Their bug spray is wonderful.
We literally used to put Sevin dust in our fenced back yard to keep them off our pets and from bringing them in the house. You have to be careful with Sevin dust with pets though and furthermore even birds may bring them in the yard or stray cats running through the yard. Now we live where fleas cannot live out of doors due to severe winters. I am glad. We used to put out the Sevin dust about once a month in summer months.
I spray the perimeter of my property and base of my house with vinegar once a month. Beds are mulched or graveled and lawn in decent shape.
Tea tree oil, you can purchase it in a health food store. Make sure it's 100% grade A , tea tree oil from Australia, it's about $12 for a small bottle. Mix that with water, and make a spray for the fleas. Spray wherever they are, this won't hurt plants. Mix 1. Tablespoon to a quart of warm water. Good Luck!
There is no way to keep them out, just treat when you get them. Make sure you also treat the animals in the house, their bedding, fabric toys and anything that that they go onto, like couches, chairs, beds. etc. once you treat the yard.
Persistence.... First we sprayed (keep the dogs and kids off til dry... grass should be dry to start) to kill of the existing crop of fleas...
Then in 7 days, spray again to kill off the new hatch (most sprays contain an additive that prevents eggs from hatching or prevents juveniles from maturing... but you have to catch the right point in the cycle)
Then we put down some "Weed and Feed" with insect control to help with long term control...
This will help ... but you have to be persistent... fleas can and will come in from adjacent areas so you must keep it up
Plant a persimmon tree. They are natural deterrents.
