Fabric or paper...you can paint it... Or decoupage with napkins or material of your choice...check You Tube...how to paint a lampshade
If it is a white or light colored shade and it is fabric, you can use acrylic paints. BUT buy the fabric medium from your craft store. Mix the fabric medium with your craft paint as directed, and paint with a direction. For instance, paint up and down vertically. Just one coat at a time. Try to not go beyond two coats or you may block the light.
Vacuum all the dust off then wipe with a damp cloth or sponge.. pick the color/finish you want and use several VERY light coats of spray paint (on the outside of the shade only) until you get the color and look you want... let dry and re-mount on light.... for best results use a LED bulb to reduce heat.
