should be able to find a plaster repair kit at home depot.
Before you repair, you need to find out why it is cracking and flaking. Flaking and bubbles is normally a sign of water damage and could be a larger problem. I would have it checked out by a professional. Worth the cost of the person coming out.
Cracks are normally settling of the house or abuse. This could be something that re-occurs every so many years. I normally wet the crack down well, leave for 15 minutes, make certain still wet, if not do again. (Use spray bottle of water). Now mix up your Plaster of Paris so that it is a thick mud consistency. Apply with flat blade trowel and work into the crack. This is a slow process. Wait till dry, Sand to flat. If you can still see the crack, re-do this process till it is gone. These walls are normally old and it is a maintenance issue that is on-going.
