try vinegar and lightly scrub with steel wool.
I would scrub off the rust with varying grades of steel wool, and then paint or use a clear coat by Rustoleum for metal to prevent future rust. Maybe also put some plastic/rubber tips on the ends of the legs to prevent future water infiltration. If its really stubborn you can also use Naval Jelly, caustic so wear rubber gloves and eye protection.
I have used Amway's metal cleaner for stainless steel items and even it has removed stains from my counter tops which are not stainless steel. Does not scratch either. I know this isn't homemade item but it works.
Brillo pad will take rust off almost everything..rinse out the cleaner so the cleaner don't clump all over your project.. can you remove the legs to just scrub them? Forewarning though the color under the rust might be slightly different from the original.. after cleaning your legs if they're different color they've metallic spray paint to make them look stainless steel again..
