Here's a catio made from Ikea bookcases for your balcony you can take with you if you move. Then I would get a piece of plexiglass or polycarbonate and install a cat door you can close your patio door on, so kitty can come and go. Have you considered a dog crate? They're foldable and come in small, medium and large and you could easily contain the wild beast that is your cat without worrying that he's going to take off.
Could you attach chicken wire to balcony with those plastic ties or fine wire?
Buy a metal dog kennel and leave it out on the balcony for outside use.
My balcony is much larger than either a kitty or dog crate & my cat hates tight closed in spaces so a dog kennel or crate won't do. I need a clear mesh screening to enclose my balcony that won't cause apartment owner to make me take it down. Walls are brick so I have to be very careful as to how screening is attached. Help!!
Dog play pens may be something to look into. They can be attached to the railing with long zip ties. By bamboo fencing, and weave it through the rails. Make sure you measure from the cement bottom, to the top of the rails so it's even up to the top of the rails. Don't be surprised if he jumps over the rail, I hope this works.
