Be sure to use 2 coats of Kilz primer then 2 coats gloss or semi gloss color.

I would not bet on any paint holding on to a glossy surface. Is sanding so much effort that you would chance having the new paint peel off? There is a product called "deglosser" that will prep the surface without sanding, but you lose the advantage of being able to sand off small bits of contaminants embedded in the old paint or stuck on the surface.
Benjamin Moore makes a primer that will give a wonderful tooth to a slick surface. I used it to prime a tile kitchen floor before painting with a glossy floor paint. It lasted 6 years until I could redo my kitchen. It is called 'Fresh Start'.
I hired a painter and he said he would sand and paint. It didn't hold up!
Find out if they are oil, or acrylic. Take an old white terry cloth, and put white rubbing alcohol on it. Hold the wet with alcohol cloth on a discreet area, then rub. If it comes off, it is acrylic. If it is oil, it will not come off.
Follow normal procedure, of cleaning, sanding, cleaning and painting with a good acrylic paint (I use PPG/Porter Advantage 900 in semi gloss). No sealer needed.
If oil, then you will need to sand REALLY well with an electric sander, and then you can still use the above paint.
IF you cannot get the above paint, then you will need to use an oil based paint to paint over it OR buy a primer and PRIME it before re-painting with another acrylic paint.
