I don't know of any fence that can "detect" deer, but if you are trying to prevent them from entering an area (like a garden) I know it would have to be at least 6 feet tall if not higher. They can jump quite high.
You can put metal poles up with tin cans or old pie plates...they move with the slightest wind and deer are spooked by the noise.
You want to detect deers? A friend of mine used motion detectors he got at Harbor Freight and used those to detect critters invading his space. The motion detectors were supposed to be for the driveway, but he used them in his own way.

Look for plastic deer fencing that comes in a roll.
I would just put up some solar motion detector lights on trees or posts. If you are looking for a fence to keep out deer, its a 8 strand barbed wire fence for mule deer or 6 strand for white tail deer, and even that is not fool proof.
I just spray after every rain with a product made of garlic that keeps them off my tulips and Hosta.

I have seen deer jump over fences over 5 ft tall from a standing position. If I had not seen it, I wouldn't believe it. If deer are attracted to food on the other side of the fence, they can have incredible physical ability to not be deterred by the fence.
To be truly effective in keeping deer out, the fence is going to have to be strong enough that the deer won't jump against it and push it down, and of course tall enough that they can not jump over it. Deer also have unbelievable ability to know when the gate is open!, so any gate that the fence has will have to be one that shuts with a tight latch.
