Sounds like moss to me. Try some moss remover on it.
I would get a lawn guy to do a consult. When you are mowing are you removing the thatch? has the lawn been aerated? is there any water sources that could be making the soil unstable? Have you seen moles, chipmunks, voles holes in yard or dirt mounds?
Sounds like voles to me.
The best to do is to deal with the intruders first- try sprinkling moth balls in their holes to scare them away ;)
