Why were you thinking that you should fill in the hollow design? Do you just not like it?
Depending on the application - they have rebar in them, then filled with dirt, gravel or concrete. Then capped with decorative stone, bricks, etc. How tall is the fence?

It is 5 feet and 6 inches tall. I live on the corner so people walk on the sidewalk by my backyard fence. Tall people or kids on the bicycle peek through the fence holes in my backyard. I have a swimming pool.

Planting vining plants is the best idea. If you have space from the outside area I would plant Bougainvillea's that come in a variety of pretty bright colors and love to grow tall. If planted in the ground they will take over an area they are not hard to take care of and don't require lots of water. They do have thorns and can keep peeping Toms away or from wanting to get close..
You can also do more cinder blocks on top with the openings facing up and fill with dirt and plant the vining plants in there.

I think they are gorgeous! I would paint them. If you really want to fill them, you could stuff them with moss and plant succulents :)
If you don't want to plant, you could cover with acrylic/plexi-glass sheeting.
