I've seen them on TV in areas where rents are really high and there is nice weather. Think where I would start if I planned on making them into housing is code enforcement for Downingtown. That could clear the way or stop you in your tracks. There are plenty of web sites that are devoted to shipping container housing and you will get better information at any of them rather than a generic DIY forum like this one.
