TSP works on everything..
Use a long-handled sponge mop or microfiber mop that is slightly damp to scrub off dust, etc. Allow to dry completely before painting.
Use a proper ladder or scaffold and wash with TSP, let dry, then prime, then paint.

I have a long handled duster I use first to grab the dust. Does it really need cleaning? Most walls I've painted usually have marks that need to be cleaned are within reach (scuffs, etc.).
