I would recommend cleaning it to remove as much rust as possible, then sanding it to make sure it is smooth. After that, use a good quality paint for metal and repaint it to make it look new again. Make sure the paint is an exterior grade and safe for moisture.
I would cover everything near it, and paint it with metallic paint from the hardware store. They have so many now that will cover the rust. Rustoleum can be purchased at Walmart. It is made for cosmetic rust.
I would suggest following Michele's tips and using Rustoleum paint.
Remove the rust (I would sand it), prime it and repaint it. Rustoleum makes primer and metallic paints also.
