I really like this article on controlling weeds.

newspaper, cardboard, heavy landscape fabric topped with a few layers of mulch
Hello! Many people control the weeds in their gardens by taking a hoe and pulling out the weeds on a regular basis . Others lay down newspaper between the rows of flowers or vegetable plants which keeps the weeds down and under control. Still others spread mulch or bark between the rows to keep those weeds at bay. If you are into chemicals like my daughter, you can squirt Weed B Gon on the weeds, but be sure not to get it on your tomatoes or flowers because it will kill those, too — she learned the hard way .
Our favorite weed stopper is paper! I save all the ads, envelopes, junk mail, everything and shred it, soak it in water then put around the individual plants. Place 2 to 3 inches before it is smashed down, several layers. NO weed will grow under the paper and you can till it into to the garden in the fall. We first placed it around our cold weather plants like cabbage, lettuce, and peas or turnips. Later we put it around our tomato plants and corn. Wet it before applying it to keep it from blowing away as you add it. It is great mulch too.
I use a combination of newspaper, cardboard and mulch. The newspaper and cardboard degrade over time and add nutrients while suppressing the weeds and the mulch makes it look prettier. Oxalis and Bermuda grass can grow under anything, but the combo of paper and cardboard makes it a lot easier to pull out when they do show up
well that’s the age old question for any Gardner. I use landscaping fabric and plant where I make holes. The most important thing is to check daily and pull them up before they can take hold.
