Maybe these dishes are not dishwasher safe. The white vinegar was put into the finish cylinder, and no luck with the film. Check your owners manual for troubleshooting. are you using a diy detergent pellet? Try citric acid and the hottest water you have.
A friend was replacing all of her drinking glasses for just the reason you state. She thought the white was etched into the glass. I took the glasses home and I can tell you without a doubt that you are simply too impatient. I still use those glasses 15 years later with no white residue. You got the white by using too much detergent in your dishwasher not once but dozens of times. Green ScotchBrite pad, vinegar, persistence over a couple of weeks or more. It will come off but you may not wish to invest the work necessary. For me, it was having the glasses on the counter and every time I washed dishes taking a vinegar swab to them. It was not a lot of work from my point of view but it did take persistence. Vinegar will work, just not with one quick scrub.
IF you have soft water it could be etching. I had well water in a previous house so we installed a water softener, which over time etched our clear glasses and bowls. That's not something you can undo.
I had the same problemmwith my brand new dishwasher! I worked with the manufacturer to try to resolve. Three times they sent out repairmen who found nothing wrong. This went on for months & was very frustrating. However one of the repairmen left a sample of "finish powerball max in 1". I tried that using the " heavy" setting on the dishwasher. That did the trick! Who Knew the detergent could make a difference? Good luck!
I had the same problem. I found LemiShine at Walmart you add to your soap dish. It has citrus in it and dissolves all the minerals and white film off the dishes. I do not put it in every load, but I do most loads. It is with the dish washer soaps at Walmart. I love it! It is less expensive than some like Finish brand. It is the Walmart store brand

i did a dyi dishwasher pellet and it did the same thing. i put them in my laundry now.
