HI Donna. Clean it well and then use a spray paint for plastic.
I've had luck with spray paint
clean,dry use Rustoleum or Krylon spray paint,applying tow light coats allowing each to dry in between
I agree, but I'd rough up a little bit with some sandpaper first do the paint will adhere better
Rust-Oleum's Painter's Touch. Love this stuff and need to approach them for a kickback since I recommend it so often. "Plastic" covers a lot of territory of different types and uses. When I painted my plastic sun bleached Adirondack patio chairs I just scrubbed and painted with no sanding. Been great for four years of outdoor exposure. Liz's recommendation is a good one but only really necessary if the plastic is glossy. Clean is the big thing.

I've had success in the past, with Krylon Fusion spray paint.
