Try lightly wetting the area, a little bit at a time, and use a putty knife to scrape the padding up.
Floor sander.
Work small areas at a time, with a putty scrapper. Then wash remaining residue off. If this is the waffle padding it should come off easily. Be sure to protect your knees - this is killer a on them.
