On line. Put in Heel taps and you will see how to order them and install. I do it all the time. Sometimes though you have trouble getting the nail out of the heel, you will need to take it to a cobbler then.
If you love them, and they are in good shape I think you should pay a professional
$20 is nothing compared to the price of a new pair of boots that you love. Where I live it would be triple that amount or more - bite the bullet and pay a professional. If you trip and fall in your home glued heels, the medical bills will cost far more than $20 . . .

If you take the boots to a reputable cobbler, they will repair the heels with quality non-slip rubber, properly installed with cobbler nails, and sealed with high heat machines. Many of the inexpensive glue-on heel bottoms that you can purchase yourself are just plastic. They are neither durable or reliable.
