Honestly I would not recover in burlap, not comfortable to sit on and is itchy. Here are a couple of links that have great fabrics, and I bet you can find something comfortable and just what you are looking for.

Why not check out a few thrift stores for old donated tablecloths or burlap fabric that would work for your project. Could be the budget friendly find of the day. :) Best of luck.
Burlap tends to shed and isn't a great fabric for chairs except inside them as webbing or to bridge gaps.
You could use a different fabric with the design you seek painted on it.

You could find burlap fabric at your local fabric store, especially now as stores are selling for Halloween. You would probably have to paint on the potato sack logo. You might want to consider putting a clear fabric over the burlap on your chairs. They would be more comfortable to sit on.

P.S. If the burlap isn't strong enough for your chairs, I would use some iron-on fusable interfacing on the back of the bags before upholstering the chair seats.
