You need to adjust the float. If it's an old tank and you want to not have as much water, you can put a quart plastic milk carton in. Fill the carton with water. If you don't have that much space, you can use a gallon freezer bag filled with rocks.
Recommendation used to be placing a brick in the tank
Put bricks in the tank so there's less water that drains into the bowl.

Nothing you can do. There is no adjustment. The shape of the trapway in the toilet determines the height.
In a toilet , the level in the bowl will rise until it is above the weir in the trapway.
Putting a jug of water, brick, or anything else will just reduce the amount of water used for a flush. Saves on you water bill. It will not reduce the water level in the bowl.
Place a brick down inside the tank. Just don't trap anything important so it can't move.
if your tank still uses a ball shut off bar, bend the bar downward a bit till you have enough water for a clean full flush. If not add 1 or 2 bricks to cut down on the water volume
