I always have good luck with denture cleaning tabs. Full vessel with hot, not boiling, water and drop in 2 or 3 tabs.

I have used straight white vinegar and a sponge on water glasses. Came out great. Had to use a little elbow grease.

Try vinegar.
I've had success with distilled vinegar. You could try a mixture of 50/50 and let it sit as you did with your other mixture. If your vase is too narrow to use a bottle brush, you might try putting some BB's in and swirling them around to help "scrub" the residue off. Don't let them sit in the mixture, though; they may rust or otherwise mark your vase.
