I would paint the manhole cover and stick one of those enameled birdbaths on it....mine is cobalt blue.

One more thing that I read was to be sure that you check with your town once you decide what to do to get approval.
My dad built a wooden wishing well to hide the septic tank access. He could move it if needed and then just put it back. We put potted plants in it during the summer months
Any NON-permanent 'structure' should still be permissable (but DO check first). I'd try a wooden frame on the ground bridging the cover.. stretch netting or chicken wire over the frame .... and plant ground cover 'woven' into the netting... any serviceman can lift the frame in a few minutes, properly done.
How about a birdbath or a very large pot with misc. flowers planted in it?
