It's very hard to do. Sometimes you can pull it taunt and sew it on each end, or use a stapler. Try your local automotive store for help, ask them what's the best way to do this.
You can't the foam on back of fabric has. Rotted due to the heat that builds up in a car. Go to an upholstery shop and let them do it right. Some like me want go behind a DIY safer. I've been in the business for 48 years.
