Maybe Boxwood, or Japanese boxwood? We have those as a friendly neighbor divider. Cut out any dead areas, to be sure the sun can get in there. If there is sufficient light where they are growing,, the new growth will come back from the inside, but it could take a year or two. Be sure to give them a good fertilizing early spring and midsummer, which is a bit more than they really need, but it will stimulate growth. And also, give them a darker green, nice color. We trim ours pretty heavy sometimes, but they are very hardy here in California at least. Good luck!
