i'd expect they are placed loosely as dc is in a freeze/thaw environment which may increase pebble looseness & instability leading to higher maintenance costs

I am not certain but every time I visit, (at least once or twice a year, have to experience the different seasons) the pebbles appear to be firmly in place. I will find out, the head of horticulture is from Atlanta.
