Do you have a room with a sunny window where you can put them? Maybe put a plant stand in front of one of your windows and let them stay there for the winter. When watering, you can water them lightly there...or when they need a heavier watering, put them in the bathtub and fill them...then let them drain before putting them back in front of the window.
How about a porch, lean to or shed?
Best location is on a south facing wall that‘s protected from north winds and gets sunshine. The link is a YouTube video tutorial for making a simple row cover. https://m.youtube.com/watch?v=Oc70X2Jn1gk. If you can’t drive rebar in your ideal location you can build a wooden frame (as if making a raised garden bed) to attach the pvc to. Cinder blocks will also hold the pvc in place

What are the plants you would like to save
I brought my geranium hanging baskets to my office this year, on the widow sill. Everyone has liked them, as they are still blooming, and getting new buds.
Our previous house had a garden tub that did not get much use, so it was perfect for my ferns during the winter season! If that is not an option, get yourself one of those small, inexpensive greenhouses. Walmart, Target and Home Depot sell them.
To over winter you have to re-pot them in fresh soil and spray them down with horticultural oil, bring inside and place in a bright location.Your garage will be to cold if you have freezing temperatures.
