Sand the surface until dull. Then prime and paint with a foam roller to get the best finish
I usually sand down with a rough sand paper then prime with a mix of wood glue (PVA) water and Plaster of Paris (about 3 -2 -1 proportions) I use 2 coats, then rub down again with fine sandpaper and paint. You will need a couple of coats and rub down between.
