First try dehumidifier
You have mold in there too. Wipe everything down with vinegar and get the largest dehumidifier you can find and see if that helps. If not, get a few consults with mold remediation folks, they will be able to tell you what type of system is best.
Looks like condensation. I assume the walls a cold and the room is warm. Warm air hits the cold walls and you get condensation. If this is so, you would need to clean the walls and any mold. Make sure the walls are dry. Then paint the walls with Drylock paint. Then to keep the warm air from hitting the walls and ceiling I would glue foam board insulation on the walls and ceiling as a barrier.
I would give the gas company a call. It may not be vented properly.
Take a picture an contact the gas company and see if you can email the pic to them. They may have an explanation for you.
