start with sanding the surface then wash down the dust. Now you can prime and paint! I suggest using a foam roller to get the best results

remove doors and drawers. Label them so you will know where they go later. remove all hardware, hinges, etc. Sand the surfaces to remove any shiny finishes, rough spots, etc. Prime with one coat of good primer like Zinsser or Kilz. Paint with 2-3 thin coats of Kitchen and Bath paint. This type of paint is self leveling and will not leave as many brush marks. Let dry between coats. Re-install hinges and hardware and replace doors and drawers where they go.
