For this tiny area, I would carefully tear away the loose pieces, then fill in the low spot with spackle or joint compound. Let it dry completely, then sand it lightly to smooth it out. Afterwards, try spattering or sponging a bit of wetter spackle over the new area to give it the textured look. Then, repaint it to match the older areas.
They also have spray cans of wall texture. I used that on a ceiling repair.
