You can either sand it down and then apply a primer and paint, or you can paint it with chalk paint, which requires no sanding or priming. Here are some ideas:

Lightly sand to roughen the surface for paint. Prime with a good stain blocking primer like Zinsser 123, Kilz, or BIN. then paint your color.Use a foam roller and foam brush for a smooth finish.
