ask your land lord if the carpet could be switched to a a non carpet flooring. Explain that it’s better when walkers are being used, Less of a trip factor, more safe for your family.
If you are allowed see what is under the carpet ,maybe a tile and have them take the carpet up.
I would ask if the carpet could be removed and Pergo flooring put in. I think it is the best thing since sliced bread. I put it in our house when my mother was still alive, no rugs no tripping and easy to clean.
I had this problem with Stanley Steemer, the stains came back and so did they at no extra charge. Probably not after 6 months though. Anyway you could put some plastic carpet strips that roll out and are made for carpets. I believe with builder's grade, that's the problem you will have unfortunately.
Have your insurance company send a letter to the landlord, explaining that the existing carpet is a HEALTH HAZARD (read: expensive liability) and needs to be replaced with hard flooring. After they get that letter, if an accident does happen, they will be liable (and the letter should explain that). (Ask me how I know.) God bless you.
The stains maybe on the backing of the carpet or even the pad. In a spot that not's noticeable, try 1/4 cup vinegar, splash of clear dish soap, 1 1/2 cup water. Let sit for 10 minutes and blot up. Let it dry and see if the stain reappears. If so, the carpet and pad need to be changed out.
Is the carpet dry before walking on it again? A damp carpet will try to make itself as dirty as possible as soon as possible. Even if spot cleaning, be sure to blot up all that is possible, lay a dry towel over the area. Because of the shuffle, you may want to do this at night after he has retired. After cleaning, dance your worries away blotting up as much as possible. (I do this barefoot so I can feel the dampness.) Then put a final dry towel down and press it into the carpeting. Say "goodnight Gracie." In the morning, it should be 98-100% dry. Just pull up the towel so not a tripping hazard.
Hope this might help. I would replace with hardwood if can. The older I get the more I hate carpeting. And mostly because of the cleaning issues.
