Yes you can... they just need to be at room temp before you beat them.
Yes, you can. It won't whip as high as regular ones. Thaw, bring to room temp, whip till bubbles form, add a tiny bit of cream of tartare, beat till soft peaks, add sugar. Never use a plastic bowl for egg whites, ever! Only glass or metal.
