You could use some type of glue, but may need to wait until it starts peeling more so you can get glue in there.
Glue
I would paint the whole piece with a couple coats of polypropylene. Particle board is not long lasting, so coating it with polypropylene will help it last longer.
You use paintable/stainable caulk to fill in the seam. You run a small bead of caulk down the seam and using your finger, you smooth the caulk by running your finger down the bead of caulk. Once dry you can stain it or paint it a matching color as the item. Very simple and easy fix
