Paint is always an easy and inexpensive makeover which you can then enhance with decor pieces of contrasting colors.
After painting, new towels and shower curtain in a different color help to perk up a mini makeover in the bathroom.

Use the back of the door for hooks for hanging wet towels. Put up shelves above the toilet for storage. Basically, utilize all horizontal space for storage. Add new towels, a small rug, new mirror (if not medicine cabinet) to update the look.
Use light colors, avoid large patterns - small patterns make the room look larger. Make use of wasted vertical space by adding shelves.
I would look through home decorating magazines and decorating sites in-line. Download all ideas for bathrooms that are similar in the size of your new bathroom. Don't over analyze them at first - just collect photos of your "dream" bathroom ideas. After you've accumulated a fair number, then start to whittle them down by cost and labor. Then create your dream bathroom using the items that fit, are within budget, and is the bathroom you will love using for many years.
