try some liquid fabric softener whatever kind you use I'm sure will be fine. I use shout.
Try Armoral that is for tires, etc.
Seems like the rubber is starting to break down. Goo Gone should remove the sticky residue. Then either use Armor All or silicone spray to prevent this from happening. Spray some on a paper towel and coat the rubber. Wipe dry. Do not use WD40. Says it's good for rubber but it will deteriorate natural rubber over time. Great as a metal lube.
Try any cooking oil, or Murphys Oil Soap. With stains on all surfaces Oil removes oil and water based stains are removed with a mixture of water and soap. If you do not want water stains use pure rubbing alcohol, leaves no water marks and cleans off the stain, even ice cream.
Goo gone might work on it
It seems like it needs to be conditioned. It's a break down. Perhaps you can visit the autoparts store and get a dashboard revitalizer.
