She can do a really good cleaning job with a powdered scouring cleanser. If she likes the color, she can repaint the grout with white paint and a stiff piece of cardboard as a guide. Then she would use a clear sealer over all of the tile and grout. This should last a few years and be easy to clean with a liquid cleaner. If she wants to change the color, after cleaning, she can paint each tile with washable latex paint, then the grout with white latex. Add some great accessories to show her personal style. Do something special with the mirrors and lighting. I hope she enjoys her new home. 😇

If the "nasty" part is mold... you might want to take a serious look at what could be causing it... there may be serious mold behind the walls that is making its way thru the grout... this is not something you may be able to deal with properly or safely.
if they are just grubby... vinegar and baking soda and a good scrubbing are what may fix it...
There are products out there for refinishing ceramic tile... and you can do it yourself depending on your skill level. There are companies that refinish tile, and they have all the products and equipment needed to do a long lasting job, the right way...
I would start at HomeAdvisor.com or Angieslist.com and get a reputable company out to evaluate what is going on and tell you what is needed to fix it...and give you estimates on cost.... then you can make an informed decision on what to do...
