Unfortunately, I would say you should try to sand it off. You probably won't be happy with the results if you try to paint over it. Unless you like the even texture.
I would use Citristrip to remove the paint for proper coverage
If you don’t like the texture, you need to sand it off. If the job seems daunting, sand a little each day. It won’t hurt if it takes a while and then you can have a kitchen you love, rather than a permanent kitchen you hate!

If you like the textured look - then the answer is Yes, you can paint over the them! If you don't like it, then the answer is No, not before you sand it all off or change the doors of the cabinets,which you can do yourself or there is a Company that does just that.
If you don't like the texture try using Citristrip Paint remover before sanding. If you like the texture you can prime and paint over it.
