The top is sitting on what appears to be Formica and is a horrid yellow, I wish I knew how to send picture. I would like to replace the or paint out the Formica. Am placing peel and stick tile in the back of the top cabinet and painting all with a beautiful cream. If I can not paint it out I can not see a way to replace the Formica

Just paint the formica. You can tile over the formica or have a piece of stone custom cut to cover it too.
Definitely just paint the formica, sand it down a bit first and use a good primer then paint it any color you like!
