I painted over my parents wickers chairs after spraying them with some cleaner and a light power washing. Let dry and paint.

I would take the wicker outside and spray it with the hose. Maybe apply a little Ivory liquid dish detergent (because it's white) and rinse. Dry it with a towel and use a box fan to help get rid of all the moisture.

Dawn dish soap, vinegar, a soft scrub brush and elbow grease...

Take it out side. scrub, rinse well, let dry completely (take inside at night if you get heavy dew at night. After you get it clean.. you may need to (or want to take the opportunity to) re-paint ... one of the newest color trends is a dark or navy blue is a gloss finish.

Spraying the wicker will probably give you the best finish.. either use spray cans or rent (or buy) an airless sprayer and follow the directions and paint recommendations for the sprayer... use a good primer and a good paint... you will want to use multiple LIGHT coats of both and let it dry thoroughly in between and a couple of clear coats for long wear. That should make it easier to just wipe off in the future.

I've always hosed them off outside with a high-power nozzle and let dry in the sun.
