Take your sweater us safety pins and pin decorations all over your sweater. Garland around cuffs, neck and the hem. The add your battery operated lights. Easy to do but you must fill up the whole sweater. Have fun with it.
I love Patti's suggestion above. You can also make felt cutouts, add sequins, and attach with safety pins along with the tinsel and lights.
