Bumps? did you run a tack cloth to remove any dust or sanding pieces, vacuum it before using the epoxy? or are you talking about air bubbles?
Air bubbles, after applying you run a torch over the top to pop the bubbles. No its not flammable. You can also use a heat gun or hot hair dryer, just keep it moving.
Always throughly clean the surface before adding your top coat. If its still wet, you can use a pair of pointed tweezers to pick up bugs or bits.
