Rub a little WD 40 on it
Rustoleum a great rust remover and I'd also use their producta for your refurbishing to prevent rust from happening again
olive oil, rubber gloves (very important), and wadded up aluminum foil....scrub away
Use fine sandpaper or a steel wool pad.
