You can try a spray carpet cleaner, but the fabric can be replaced very easy - buy new fabric, remove the screws from the chair bottoms, take off the cushion, remove the cover, cut the new fabric, and use a staple gun to put new fabric on it.
Try spray on foam upholstery cleaner. And scrub with a soft rag. But these look like pop out cushions , which can be easily redone.

I've had good results with OxyClean. If your seats are showing their age, I would just replace the fabric. They will look like new again.
