When you plant it put sand in the hole as they like well drained roots.
I live in Canada and it seems to thrive in cool weather I replant them in fall and give it much compost and cover with leaves for winter. It like s the early sun
Plant them in cages if tulips.
I live in northern MN and transplanted rhubarb in both the spring and the fall with great results. Mulch is a good idea but rhubarb is incredibly hardy.

Rhubarb likes lots of moisture and sun in order to get nice juicy stalks. It is a very sturdy plant and once planted will go on for many years. The best rhubarb flavour is usually before the hot sun in July, but it can still be used after that.
