We had the same problem in our home with an incredibly steep old staircase, we ended up just replacing it with longer treads etc.
Sounds like you need to have the stairs rebuilt... If you need a contractor to help you with this go to HomeAdvisor.com or AngiesList.com to get ideas and estimates from a good one. They can help you decide if a straight run or an angled run with a landing will make them safer for you to use... They will also know the current code requirements for stairs.
