Sorry, no it will not. Did he at least wash the walls before he painted? If it were me, I would wash the wall with TSP, let dry thoroughly, use a good primer and repaint. I know he was probably going for a quick fix, but that doesn't always work out. Hopefully it is only a small wall!
I'm afraid not. those scuff marks probably had grease on them and it's now seeping though. The magic eraser and a good wash prior to painting would have helped. if it's recently painted I would try the magic eraser now in those marks and then repaint. Hope it's not too large an area.
Try rubbing it off with fine sand or glass paper and then use a spot of wrong colour and add white to get it lighter. test colour out on sample. If ok go ahead and dab it in......
