As others have said, you shouldn't have to prime it if the current paint is a light color and not really old. I would say the exception is if your old paint has a glossy finish. If it does, lightly sanding and priming will help the new paint stick better. If you decide not to prime, it wouldn't hurt to buy a paint that has primer in it. You don't state which room you want to paint, but do remember that if there is any grease on the wall left over from hand prints or people leaning their head against the wall, the new paint might not cover well. Yes you should that way the color that was there before will not be seen after you prime it
If you are unsure - just prime with Kilz to be safe. It makes the paint go on easier and will give you the true color you actually purchased.
If you are covering a darker wall probably...light wall probably not
