Start with a clean, dry floor. Rent a drum sander; sand the floors; stain (2-3 light coats); it has to dry completely in between each stain coat; then after complete drying - top coat with a polyuretheane. There is no way to "refinish" inexpensively and quickly.
You can improve the look of them with some specialty products that are available at your flooring store or on line.
And there are ways to find if if you have lacquer or varnish on your floors.
Do some search on line and determine where you need to start.
Keep in mind that floors are wood...just like furniture...it needs a certain care that can be given that will not only clean it, but bring it back to life.
Also, keep in mind that scratches and gouges can be made less obvious with some "cover up" products.
Refinishing requires sanding first and then your finish, whether it is varnish or stain. If you cannot afford to do it right now then wait until you can or you may regret being hasty.
