Some roses are just more prone to black spot than others. Use baking soda - about 2 tablespoons -- dash of mild dish soap -- in a gallon of water. Spray once a week and immediately remove any fallen leaves from the ground and leaves that have spots from the rose itself. It is a never ending struggle and you need to be diligent about spraying, especially after a rain. Don't water your roses at night and use soaker hoses instead of top watering. Good luck.
