It really depends on the kind of hydrangea you have. Generally in the fall; after the hydrangea has fully bloomed, but check this link for more details:

Find they type of hydrangea you have to see if it flowers on the old or new wood, that will tell you when and how to trim them. Look up the type you have and you will probably be able to find out all the information you need for trimming and caring for your hydrangea here in Minnesota. Because of the way mine flowers, I only trim off the dead wood in the spring after the buds come out.
